The European Union issued Regulation 2019/125 which lays down Union rules governing trade with third countries in goods that could be used for the purpose of capital punishment or for the purpose of torture or other cruel, inhuman or degrading treatment or punishment, and rules governing the supply of brokering services, technical assistance, training and advertising related to such goods.
According to the Regulation it is prohibited to export, import or transit goods that have no practical use other than for the purpose of capital punishment or for the purpose of torture and other cruel, inhuman or degrading treatment or punishment. It is also prohibited to provide brokering services, technical assistance, training, advertising and to participate in trade fairs related to such goods.
Also, a licence is needed in order to export goods that could be used for the purpose of torture or other cruel, inhuman or degrading treatment or punishment as well us to provide brokering services and technical assistance related to them.
In order to implement Regulation 2019/125, Law no. 149(I)/2020 was published in the Official Gazette of the Republic with no. 4785 of 13.11.2020.
